Safety, Electrification, and Apprentiship Funding
This issue focuses on safety, taking a look back at two interesting articles from earlier this year by Terry Becker, who looks at changes to the 2021 edition of CSA Z462 Workplace Electrical Safety Standard, and Rob Milner, who discusses test and measurement safety. Also, on the topic of safety, Acuity Brands announced they have received UL approval for their far-UVC module and are working towards incorporating it into their product line. The federal government has announced funding to incentivize apprenticeships for 39 skilled trades, including industrial and construction electricians. Small and medium sized contractors can receive up to $5,000 to supplement salary and training costs. The announcement also includes funding for unions to improve the quality of training programs. Canada Announces Union and Non-Union Call for Proposals to Incentivize Apprenticeships in 39 Skilled Trades
The federal governemnt launched a Call for Proposals under the new Apprenticeship Service, to support employers, as they look to hire apprentices and provide on-the-job training towards a certification in the trades. Announced in Budget 2021, the Apprenticeship Service will provide $470 million over three years, beginning in 2021-22, to help 55,000 first-year apprentices in eligible Red Seal trades connect with opportunities at small and medium-sized employers (SMEs).

Acuity Brands has announced its Care222® filtered far-UVC module with patent-pending dosing electronics is the first germicidal UV (GUV) source in the wavelength range 200-230 nm (i.e., “far-UVC”) to be UL LLC Certified to meet U.S. and Canadian standards for germicidal equipment for use in occupied spaces. The UL Recognized Component certification paves the way for incorporating the module into a variety of Acuity Brands LED lighting products to deliver a measured 222nm far-UVC dosage in occupied spaces.

IEEE 1584.1 Guide for Specification of Scope and Deliverable Requirements for an Arc-Flash Hazard Calculation Study in Accordance with IEEE Std 1584 provides detailed guidance on how to complete an arc flash hazard incident energy analysis study and recommended content for the P.Eng. authenticated report. This is a complimentary Standard to IEEE 1584. It has been my experience in my work as an independent electrical safety consultant working in industry across Canada that not many P.Eng. Electrical Engineers are aware that the IEEE 1584.1 Guide for Specification of Scope and Deliverable Requirements for an Arc-Flash Hazard Calculation Study in Accordance with IEEE Std 1584 exists.

- National Building Construction Prices Rise 7.5% in Second Quarter 2021
Residential building construction prices rose 7.5% in the second quarter, the largest increase since the series began in 2017, accelerating from a 4.9% increase in the first quarter. Non-residential building construction prices (+3.7%) grew at their fastest pace since the second quarter of 2008.
Construction costs continue to rise in the second quarter
Construction costs for single-detached houses and apartment buildings contributed the most to the residential building construction price growth in the second quarter. The price increase for non-residential construction was mostly attributable to office buildings, warehouses and shopping centres.
- National Building Permits Rise for June, led by Ontario
The total value of building permits rose 6.9% to $10.3 billion in June. Seven provinces contributed to the gain, led by Ontario, which jumped 22.7%. Construction intentions in the residential sector were up 9.1%, while the non-residential sector advanced 2.2%.
On a constant dollar basis (2012=100), building permits increased 5.2% to $7.2 billion. Ontario residential permits bounce back
High-value permits for new apartment buildings in the census metropolitan areas (CMA) of Toronto and Hamilton helped push multi-family permits up 13.5% to $3.7 billion nationally in June. Provincially, Ontario led the way, rebounding 67.8% to $1.8 billion. On the other hand, Quebec reported the largest decrease (-29.9%), pulling back from a record high in May.

- ESA Issues Warning on the Dangers of Lichtenberg Generators
With five fatalities and one critical injury in the last several years within the province, the Electrical Safety Authority of Ontario (ESA) is warning against using high voltage energy sources such as microwave oven transformers or similar components to manufacture fractal wood-burning devices called Lichtenberg generators. While used to create art and abstract objects by burning fractal patterns into various materials such as wood and acrylic, these generators are extremely dangerous. They contain live accessible wiring components and are unsafe for any use or handling. Both homemade and pre-built Lichtenberg generators are considered to have the potential to seriously injure and/or kill the user.
