Québec’s New Parti Québécois Government signals Changes to Energy and Industrial Policy

The Parti Québécois (PQ), led by Premier Paul St-Pierre Plamondon, has formed a minority government following Québec’s October 5 provincial election. The new government was sworn in on October 21, introducing a smaller, 23-member cabinet and signalling a renewed focus on energy efficiency, economic competitiveness and government spending.

The government’s minority status means it will require support from opposition parties to advance major legislative and budgetary initiatives.

Energy efficiency and electricity infrastructure

The PQ has identified energy conservation as a central component of its energy strategy. Its platform proposes revising Québec’s Integrated Energy Resource Management Plan (PGIRE) to establish more ambitious energy-efficiency targets, five-year action plans and measurable objectives across economic sectors.

The government also intends to encourage investments in industrial heat recovery, geothermal energy, thermal storage and local thermal networks, alongside technologies that help manage Québec’s winter electricity demand.

These commitments could increase demand for energy-management systems, building automation, advanced controls, smart-grid technologies and industrial energy-efficiency equipment.

Although conservation is expected to play a larger role in managing electricity demand, additional generation, transmission and distribution investment will remain important to accommodate electrification, industrial development and growing electricity requirements.

Electricity allocation and data centre development

The PQ has proposed a national energy policy establishing long-term priorities for electricity access, pricing and use.

The platform also calls for greater oversight of data centres and artificial intelligence infrastructure, with particular attention to electricity and water consumption, energy security and digital sovereignty.

The details of these policies, including potential changes to electricity allocation criteria, have not yet been established.
