New RBQ Explanatory Booklet: What Master Electricians Need to Know
October 23, 2026
On October 9, the Régie du bâtiment du Québec (RBQ) made available the explanatory booklet on the main changes to Chapter V, Electricity, of the Construction Code. A practical tool to better understand the new requirements and their impact on your work.
The new edition of the Code (C22.10:26), which entered into force on 26 March 2026, provides for a transitional period until 17 October 2027.
With examples, comments and illustrations, this workbook makes it easier to understand the changes. Here are four things that are particularly worth your attention.
1. Electric vehicle charging: essential planning
The Code introduces the concept of basic infrastructure dedicated to the supply of electric vehicle charging equipment (IEDAARVÉ).
This infrastructure must be determined on the basis of an analysis and overall planning report that makes it possible to predict the facilities needed at the construction stage and those required to meet future needs.
The master electrician may carry out this analysis and overall planning, provided that he or she carries out the electrical installation work in question himself, in accordance with the limits set out in the Master Electricians Act.
To remember: The overall analysis and planning report must be submitted to the building owner, in accordance with the requirements of the Code, after the master electrician has been contracted to carry out the work.
2. Preparation of plans: a right that comes with responsibilities
The explanatory booklet reiterates the right of master electricians to prepare their own plans when performing the work.
Attention: The master electrician cannot carry out an overall analysis and planning if he does not carry out the electrical installation work.
Remember that the master electrician must always make sure he has the necessary knowledge and skills before accepting a mandate.
3. Energy Management Systems (EVMS): Check the certification
The explanatory book reminds us that EVMS for electric vehicles must be approved for the use for which they are intended, in accordance with article 2-024 of the Code.
Point of vigilance: According to the information brought to our attention, no certified EVMS system is currently available. This situation will necessarily change rapidly.
Master electricians must therefore be particularly vigilant and verify that equipment meets the approval requirements of the Code before installing it.
4. Grounding and water distribution network
The new edition of the Code prohibits the use of municipal water distribution metal piping as a new grounding and requires the installation of a dielectric joint, as close as possible to the building’s water inlet, to electrically isolate the interior metal piping from the exterior system.
However, the 2026 explanatory book specifies that it is possible not to install this joint until the next revision of Chapter III – Plumbing, provided that the indoor water distribution system is made equipotential.
A tool to consult now
The CMEQ encourages its members to consult this booklet to better understand the changes and their consequences on electrical installations.
The CMEQ is currently adapting the training on the new Code based on the details provided in the explanatory booklet. This training will be available soon.
