Notice to Archive 24-ECV-002-024-MMTE: Rule 2-024 Use of Approved Equipment – Meter Mounted Transfer Equipment

Variance 24-ECV-002-024-MMTE was introduced to allow meter-mounted transfer equipment (MMTE) to be approved under SPE-1000 while no Canadian certification standard existed. With the publication of ANSI/CAN/UL 1008M:2025 Transfer Switch Equipment, Meter-Mounted, a recognized certification standard is now available making the use of the SPE-1000 approval unnecessary. The variance will be archived effective January 1, 2027, and new MMTE must be certified to ANSI/CAN/UL 1008M:2025.

Background

  • Electrical variance 24-ECV-002-024-MMTE was issued to address the absence of requirements for MMTE. At
    the time, Canadian certification of MMTE was only available through the SPE-1000 field evaluation process.
    The variance permitted MMTE to be approved under SPE-1000 and to exceed the 500-unit limitation as an
    interim measure until a recognized Canadian standard was published.
  • ANSI/CAN/UL 1008M: 2025 Transfer Switch Equipment, Meter-Mounted was published December 18, 2025.
    This standard establishes comprehensive construction, performance, testing, and certification requirements
    and provides a certification pathway through Standards Council of Canada accredited certification bodies. As
    a result, reliance on SPE-1000, model code for the field evaluation of electrical equipment, for the routine
    approval of MMTE is no longer necessary.
  • The purpose of SPE-1000 is to facilitate the approval of equipment where an applicable product standard
    does not exist or where certification is otherwise impracticable. With the availability of ANSI/CAN/UL 1008M:
    2025, this condition no longer applies to MMTE and Alberta will no longer consider SPE-1000 necessary for
    the approval of newly manufactured or newly installed MMTE.

Effective January 1, 2027, Variance 24-ECV-002-024-MMTE will be archived, and MMTE shall be certified to the applicable edition of ANSI/CAN/UL 1008M: 2025 in accordance with Rule 2-024 and the requirements of the Electrical Code Regulation. Existing installations approved under the variance prior to January 1, 2027, are not affected by this notice.
