New Development Permit Exemptions in Winnipeg

The City of Winnipeg’s Planning, Property & Development Department will implement zoning bylaw updates in phases, starting with development permit exemptions. Recent bylaw amendments, approved on March 21, 2024, grant the PP&D Director authority to determine the need for a development permit.
These exemptions aim to streamline the permit process for projects not requiring zoning compliance review. Benefits include reduced permits, waived fees for eligible projects, and expedited building permit applications.
A development permit grants permission for residents and businesses to undertake new development.
This type of permit establishes:
- land use
- how the site will be used
- the size and location of buildings, structures, & exterior design elements
The City reviews development permit applications against Winnipeg Zoning By-laws. Before deciding on a permit application, we also review:
- applicable guidelines
- regulations
- other City department requirements
When needed, development permits must be obtained before submitting a building permit application.
Depending on the scope and location of the project, a development permit may need supporting development applications, along with approvals from City administration, Community Committee, or City Council.
