Ontario Takes Next Step in Bowmanville Hospital Expansion

The Ontario government is marking a key milestone in delivering high-quality hospital care for families in Durham Region by issuing a Request for Proposals (RFP) to select the team that will lead the expansion and revitalization of Lakeridge Health’s Bowmanville Hospital. This project will mark one of the largest redevelopments at Lakeridge Health to date and is part of the government’s plan to protect the provincial health-care system by making record investments in more than 50 major hospital projects across the province over the next 10 years.

“Our government is making record investments to protect Ontario’s health-care system and connect people to the care they need, when they need it,” said Sylvia Jones, Deputy Premier and Minister of Health. “Today’s milestone brings us one step closer to getting shovels in the ground for Bowmanville Hospital’s redevelopment and is another way our government is expanding capacity, decreasing wait times and ensuring that families in Durham Region can access the right care, in the right place, for generations to come.”

Following the competitive request for qualifications (RFQ) process that began in August 2024, two companies were shortlisted based on criteria that included construction expertise and financial capacity to undertake a project of this size and scope. The following prequalified teams are:

  • Bowmanville Health Partners (Amico Design Build Inc.)
  • PCL Partnerships (PCL Constructors Canada Inc.)

Supported by a provincial investment of over $20 million to facilitate planning and design, the project will more than double the hospital’s capacity by adding up to 32 new beds and state-of-the-art facilities to expand inpatient and ambulatory care services and the emergency department.

Once completed, this transformative project will include:

  • Modern and comfortable spaces with private rooms and bariatric rooms, allowing patients and families to access quality care in revitalized and comfortable spaces
  • A new rooftop helipad to enable rapid access to emergency services and patient transfers
  • Expanded critical and intensive care services, enabling the hospital to provide the highest level of care for patients who are critically ill or injured
  • New state-of-the-art facilities, including an ambulatory care centre and hemodialysis stations to increase access to life-saving dialysis

“Our Ontario government’s commitment to building a strong health-care system across Ontario is evident in Clarington with the commencement of the Request for Proposals (RFP) stage for the Bowmanville Hospital in one of the fastest growing regions in Ontario,” said Todd McCarthy, MPP for Durham. “Redeveloping the Bowmanville Hospital will provide enhanced patient care by doubling the capacity of the hospital, expanding critical care services and introducing state-of-the-art features like an Ambulatory Care Centre and Haemodialysis Centre. I would like to thank all our public and private sector partners for making the RFP process possible and bringing our community one step closer to a world-class hospital we can all be proud of.”

As a next step, the shortlisted teams will prepare proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and Lakeridge Health will evaluate the proposals and identify the preferred proponent. The successful team is expected to be announced in 2026.

Through Your Health: A Plan for Connected and Convenient Care, the Ontario government is expanding and modernizing Ontario’s hospitals, making it faster and easier for people of all ages to connect to the high-quality care they need, where and when they need it. Ontario’s historic nearly $60 billion investment in major health infrastructure is also a part of the government’s $200 billion plan to build highways, hospitals, transit, schools and other critical infrastructure across the province.
