STANDATA Update Regarding Overnight Childcare

Purpose

Clarifies applicable requirements of the National Fire Code-2019 Alberta Edition (NFC(AE)) and the National Building Code-2019 Alberta Edition (NBC(AE)) for occupancies licensed to provide overnight childcare services.

Discussion

Childcare services are classified as Group C residential occupancies for dayhomes or as Group A, Division 2 assembly occupancies for daycares. Recent changes in the Early Learning and Child Care Act (ELCCA) regulations and policies in early 2021 resulted in the expansion of accommodations for overnight childcare services. This interpretation has been developed to provide guidance on the correct application of the Safety Codes Act for these accommodations as regulated under the ELCCA.

For the purposes of this interpretation, Children Services refer to services provided by an organization that is responsible for a child for a period not exceeding 24 consecutive hours.
